Google does NOT
approve any SEO individual or company either by
name or implication. The closest anyone can claim
to be 'Google Approved' is if they conform to Googles
Webmaster Guidelines
because the reward is a natural organic listing.
Anyone can use the Adwords to 'Pay' for a listing
and you would be best advised to avoid these, and
their desperate claims and tag lines.

However,
if you are looking for an SEO who can really do
their job, simply search Google for 'SEO' and if
they are any good they *should have* a natural
(organic) listing in Google themselves. Plus if
they are any good at all, they should appear in
the first two pages.
When you have found an SEO that impresses you,
here are some useful questions to ask:

Do you follow the Google Webmaster Guidelines?
Q.
What kind of results do you expect to see, and in what timeframe?
Q.
What's your experience in SEO industry?
Q.
How long have you been in business?
